Emma Liu  Of Counsel

Founder & Immigration Practice Leader, JCOS Immigration and Education Service Corp.

Emma Liu is the Founder and Immigration Practice Leader of JCOS Immigration and Education Service Corp., and a Regulated Canadian Immigration Consultant (RCIC‑IRB) in good standing with the College of Immigration and Citizenship Consultants. Fluent in English and Mandarin, Emma is one of the earliest licensed immigration consultants in Canada, with more than 15 years of practice. She believes immigration is never just paperwork — it is one of the most important decisions a person can make, and she treats it that way

Emma came to Canada from China at the age of 18. She earned her business degree from the Beedie School of Business at Simon Fraser University in 2006, and in 2010 completed her studies in Immigration Policy and Law at the University of British Columbia — the same year she became fully licensed.

Over the past sixteen years, Emma has walked alongside more than a thousand clients — students, families, workers, investors, and entrepreneurs — and has guided many through the most difficult cases, including criminal inadmissibility, humanitarian and compassionate applications, refugee claims, and same‑sex partner sponsorships. As an RCIC‑IRB, she also represents clients before all four divisions of the Immigration and Refugee Board of Canada.

Emma is also a familiar voice in the community: she has appeared on Omni TV as a commentator on Canadian immigration, mentors new consultants entering the profession, speaks regularly at local chambers of commerce, and advises multinational companies on the immigration journeys of their employees moving to Canada.

As a first‑generation immigrant herself, Emma understands what it takes to build a life in a new country. She listens closely, treats every client like a friend, and works to find the path – that truly fits. Over the years, her clients have sent her many embroidered silk banners (锦旗) — a traditional Chinese expression of heartfelt gratitude — a quiet but meaningful reflection of the trust and care behind each file she takes on.

Emma lives in British Columbia with her family. When she isn’t working, you’ll find her in her garden tending more than twenty varieties of roses and hydrangeas, and painting the flowers she grows, or out camping and skiing somewhere beautiful with the people she loves.
