Dean has been assisting individuals and families with all types of Canadian immigration applications for over a decade. He has experience resolving complex matters involving refused applications, inadmissibility, procedural fairness, and out of status applicants. He regularly represents clients before the administrative tribunals of the Immigration and Refugee Board of Canada and in Federal Court. Dean also works with employers and businesses to guide them through the process of obtaining positive Labour Market Impact Assessments, and he assists individuals to obtain work permits under the Temporary Foreign Worker Program and the International Mobility Program.
Dean is Past Chair of the Manitoba Bar Association Immigration Law Section and Past President of the Community Legal Education Association. He is involved in the community by volunteering with other organizations such as the Newcomer Employment and Education Development Service.
Dean immigrated to Canada from Hungary with his family in the 1990s. He knows firsthand the unique needs and challenges faced by immigrants and their families, and he considers it a privilege to be in a position to help.
Tiffany Osman-Chi Of Counsel
Tiffany Osman-Chi is the Founder and Principal of Harbour Rowe Immigration Advisory, a full-service immigration practice based in Calgary, Alberta, providing strategic, evidence-driven immigration solutions to individuals, families, and corporate clients across Canada and internationally. Her practice is grounded in legal advocacy and a deep understanding of the evolving Canadian immigration landscape.
Tiffany was born in Taiwan and immigrated to Canada with her family as a child. She grew up in Vancouver, B.C., and graduated from the University of British Columbia with degrees in English Language and Political Science. After several years as an enforcement officer with the Canada Border Services Agency, she began her career in immigration in 2012 and holds an RCIC-IRB license with the College of Immigration and Citizenship Consultants. Her practice assists clients with a wide range of immigration matters, including corporate immigration, complex application strategies, inadmissibility, removal order hearings and appeals, citizenship grants, and procedural fairness concerns.
Tiffany is also widely recognized for her contributions to the immigration profession. As a proud first-generation immigrant, she has been volunteering with S.U.C.C.E.S. BC for many years to provide immigration-related advice and support to newcomers in Canada. She serves as a Director of Communications with Imm Seminars, where she develops and presents continuing professional development (CPD) programming for immigration practitioners across Canada. She is also actively involved in teaching and mentoring within immigration law programs, including her work with Queen’s University’s Graduate Diploma in Immigration and Citizenship Law (GDipICL), where she supports the next generation of practitioners through instruction, feedback, and practical training.
Known for her thoughtful and client-centered approach, Tiffany is committed to delivering high-quality, responsive service while maintaining the highest professional standards. She brings clarity and structure to complex immigration matters, helping clients navigate uncertainty with confidence and informed decision-making. Tiffany’s approach is shaped by her belief that immigration is not only a legal process, but a deeply personal journey. She is dedicated to helping clients build sustainable pathways to Canada through integrity, diligence, and innovative problem-solving.
Outside of her practice, Tiffany is passionate about eating good food, discovering new dog parks, buying handmade candles and bath bombs, and collecting KLM Delft Blue houses.
Ankita Goyal Of Counsel
Ankita Goyal is a Regulated Canadian Immigration Consultant (RCIC-IRB), educator, and immigration professional with over seven years of experience supporting individuals, families, and international students through complex Canadian immigration matters. She is the Managing Director of Immigracia Visa Consulting, where she advises clients on a broad range of Canadian immigration pathways with a strong focus on clarity, compliance, and client-centered support.
Her practice includes permanent residence applications, Provincial Nominee Programs (PNPs), family sponsorships, study permits, work permits, post-graduation pathways, temporary residence applications, and broader immigration strategy. Ankita brings a multidisciplinary background in immigration advising, higher education, and student services, allowing her to support clients with both technical precision and practical insight.
In addition to her consulting work, Ankita works in international student advising within the post-secondary sector and has extensive experience helping students, graduates, workers, and families navigate Canadian immigration processes with confidence. Her professional approach is shaped by years of frontline advising, policy interpretation, stakeholder support, and public-facing education.
Ankita also teaches immigration law and policy at Queen’s University and Ashton College. She has taught and presented on a range of immigration topics for students, professionals, and community stakeholders, and is known for translating complex immigration rules into practical, accessible guidance.
She graduated from the University of British Columbia in 2019 as the valedictorian of the Certificate in Immigration: Law, Policies and Procedures program. Ankita is also a doctoral candidate at Northeastern University, Boston, where her research focuses on immigration challenges faced by international students in Canada. Her academic work deepens her understanding of the legal, institutional, and personal barriers many newcomers face, and informs the empathetic, informed perspective she brings to each file.

Dvir Egdal Of Counsel
Dvir Egdal is the Co-founder and Lead Consultant of Egdal Immigration Consulting. As a certified Regulated Canadian Immigration Consultant holding a Class L3 Unrestricted Practice license (RCIC-IRB), he is a member in good standing with the College of Immigration and Citizenship Consultants (CICC). With a deep understanding of Canada’s Federal and Provincial Immigration Programs, Dvir has successfully guided countless individuals and families through the journey of becoming temporary and permanent residents of Canada.
Operating out of Edmonton, Alberta, Dvir runs the practice alongside his wife and co-founder, Merav. Together, they have built a family-run firm rooted in complete transparency, high-quality service, and personalized care.

Steve Parr practices with Parr Business Law which is in collaboration with Slayen Immigration Law. Steve and his team bring a wealth of expertise and a straightforward approach to every client interaction.
An entrepreneur at heart, Steve founded and sold a vacation rental company before launching Parr Business Law in 2017. Steve earned his law degree from the University of Victoria in 2014 and also holds a B.A. in Women’s Studies.
When he’s not in the office, you’ll find Steve pursuing his passion for learning new languages, surfing, playing pickleball, spikeball or hitting up some sauna and cold plunge locale. Forever committed to inner work, Steve has also been a member of the Vancouver personal growth community, the Arka Brotherhood for nearly a decade.
