Only the government of Canada can give permanent resident visas. Provinces and territories can also help. They do this by nominating people for their program. The provinces and territories nominate people based on the needs in that area, like jobs or the economy.

Once the provinces have submitted their nomination, if approved by both provincial and federal immigration officials, it can be used to support a person's application for permanent residence. This is done through express entry under the Federal Skilled Workers category.
